Kyrgyzstan to allow the installation of electric vehicle charging points at petrol stations, subject to compliance with new requirements

The Kyrgyz Cabinet of Ministers has amended the fire safety regulations, approving new requirements for the installation of charging infrastructure for electric vehicles on the premises of multi-fuel petrol stations. The relevant Decree No. 511 was signed on 28 July 2026.

The document amends Cabinet of Ministers Decree No. 251 of 13 May 2025 ‘On the Approval of Regulatory Legal Acts in the Field of Fire Safety’. The amendments were adopted as part of the implementation of Kyrgyzstan’s Green Economy Development Programme up to 2029.

Under the new rules, the installation of charging stations on the premises of multi-fuel petrol stations is permitted only if a number of safety requirements are met. In particular, electric vehicle charging points must be situated on higher ground relative to areas where fuel and liquefied gas are stored or dispensed. The difference in height must be at least 150 mm.

A continuous fire barrier made of monolithic reinforced concrete or solid brick with a fire resistance rating of at least REI 120 must be installed between the charging area and the storage or dispensing areas for liquefied hydrocarbons or compressed natural gas. Its height must exceed the maximum height of the charging station and the electric vehicles being served by at least 0.5 metres.

Furthermore, the enclosures of charging stations installed outdoors must have a protection rating of at least IP54, as well as vandal-resistant protection of at least class IK10.

The regulation also stipulates the mandatory integration of charging stations with the petrol station’s fire protection and gas detection systems. In the event of a fire, a gas leak, a sudden change in pressure within the gas system, or the activation of an emergency button, the power supply to the charging station must be automatically cut off within no more than 0.5 seconds.

At the same time, the document introduces a number of prohibitions. For instance, it is prohibited to install charging equipment within explosion-hazard zones, to route power lines over the operational areas of petrol stations, and to use the charging station site for the parking or transit of petrol and gas tankers.

The decree will come into force 15 days after its official publication.
