In Bishkek, private individuals will be allowed to organise parking spaces on their land for a fee

The authorities intend to allow owners of private houses on land designated for individual housing construction to officially set up parking spaces on their plots. This involves legalising courtyard parking with the possibility of charging fees — from 2 to more than 10 parking spaces, depending on the area of the territory and compliance with urban planning and sanitary standards.

The need for this initiative is explained by the high load on the capital's street network. There are about 468,000 cars registered in Bishkek, and with visitors, their number reaches 700,000 daily, which leads to mass parking on roadsides, pavements and green areas. The new mechanism is expected to reduce chaotic parking along roads, improve traffic flow and increase the accessibility of public transport and emergency services.

The mayor's office will be tasked with approving the procedure for organising such parking spaces and setting tariffs in accordance with the presidential decree. The project envisages a pilot scheme on preferential terms with a simplified registration procedure until 1 February 2027. After the experiment is completed, a decision will be made on whether to make the practice permanent. The draft decree is currently undergoing public discussion and coordination with the relevant authorities.
