In Bishkek, developers were offered the opportunity to purchase leased land at a discount of up to 60%

The Bishkek City Hall continues to accept applications for the purchase of land plots previously leased for the construction of multi-unit residential buildings. To encourage the transfer of ownership, discounts are available that can reduce the purchase price of a plot by up to 60%.

According to the municipality, the buyout is being conducted in accordance with the Regulations approved by a resolution of the Bishkek City Council on March 31, 2026.

The size of the discount depends on when the transaction is finalized. Specifically, a 50% reduction in the purchase price applies through December 31, 2026. During 2027, the discount will be 40%, and in 2028, it will be 20%.

An additional benefit is provided for large plots. Until October 1, 2026, land plots larger than one hectare can be purchased at a 60% discount.

City Hall notes that a unified methodology for calculating the value of municipal land plots has been approved at the same time. It is intended to ensure transparency in determining the buyout price and to protect the municipality’s property interests.

To complete the purchase, the tenant must apply to the Municipal Property Department, submit an application and a set of documents, including title documents for the plot, an identity document or founding documents, an extract from the Unified State Register of Real Estate Rights, and, if available, the certificate of commissioning of the property.

Once the commission approves the application, the applicant must pay the purchase price for the plot and enter into a purchase and sale agreement with the authorized body. Ownership rights take effect upon state registration of the agreement.
