10/17/2026, 11:10Kyrgyzstan has set out its demographic policy priorities for 2026–2030. The planned measures include the introduction of a monthly allowance for children from birth to the age of three, the opening of perinatal centres, the establishment of parenting preparation schools, and the construction of 115 nurseries each year.
These issues were discussed at the first meeting of the Advisory Council on Demographic Policy. The Council was established by a decree of the Cabinet of Ministers on 1 October 2026.
The five-year plan is the first stage in implementing Kyrgyzstan’s demographic policy framework up to 2040. It aims to improve the quality of life for families, promote public health, support motherhood, fatherhood and childhood, and ensure sustainable socio-demographic development.
In particular, by 2030, the authorities intend to open at least two new regional perinatal centres and establish at least 15 parenting preparation schools. There are also plans to establish national digital registers of pregnant women and newborns.
Particular attention will be paid to pre-school education. The plan is to build 115 nurseries annually, each with a capacity of 240 places, and to increase the coverage of pre-school education to 80 per cent.
In the field of employment, plans include the development of distance vocational training and the expansion of employment opportunities for parents, particularly women with children. Among the measures to support families, the introduction of a monthly allowance for children from birth to the age of three has also been outlined.
Healthcare, education, migration, employment and regional development remain priority areas.
According to Almaz Imangaziev, Minister of Labour, Social Security and Migration, demographic policy must take into account not only birth rates and life expectancy, but also the conditions in which families live.
In November, with the support of the United Nations Population Fund, the first training module on demographic issues is planned for representatives of ministries, departments and local authorities. Experts from the Russian Institute of Demography are to be invited to deliver the training.
Following the meeting, government bodies were instructed to ensure the timely and effective implementation of the measures set out in the first phase of the Demographic Policy Concept.
