A proposal has been put forward in Kyrgyzstan to legalise mopeds and motorbikes without registration documents

In Kyrgyzstan, a proposal has been put forward to legalise mopeds, motorbikes, self-propelled machinery and other vehicles with similar characteristics, where the owners do not have title documents. The relevant draft presidential decree has been put out for public consultation. At present, the initiative has not been adopted and the legalisation process has not yet begun.

According to the draft, the legalisation will apply to vehicles that were imported into Kyrgyzstan before 8 October 2026 and were present within the country’s territory.

The Cabinet of Ministers is proposed to develop and approve rules for the initial state registration of such vehicles within one month of the decree coming into force. The government will also be tasked with establishing procedures to monitor their importation.

If the owner does not have documents confirming the date of import, it is proposed that 7 October 2026 be considered the date of import.

The draft also provides for simplifying the process of obtaining A1 sub-category driving licences. For the duration of the legalisation period, it is planned to reduce the training period to 30 calendar days and to introduce a reduced fee.

It is proposed that vehicles whose owners fail to comply with the legalisation requirements within the specified timeframe be placed in specialised impound lots. Their subsequent scrapping will only be possible on the basis of a court ruling that has entered into legal force.

It is proposed that responsibility for detecting and preventing the illegal import of such vehicles be assigned to the Border Guard Service, the State Tax Service and the State Customs Service.

Accident rates involving motorised vehicles

According to the Ministry of Internal Affairs, 1,015 road traffic accidents involving motorcycles and scooters were recorded in Kyrgyzstan in 2025. As a result of these accidents, 39 people were killed and a further 1,171 were injured.

In Bishkek, 682 road traffic accidents involving scooters were recorded during the same period. In these accidents, 756 people were injured and 14 died. By way of comparison, in 2022 there were 55 such accidents in the capital. Thus, over four years, the number of accidents has increased more than 12-fold.

Separately, in 2025, 72 road traffic accidents involving motorbikes were recorded in Bishkek. Eighty people were injured in these accidents, and two died.

The draft decree is currently at the public consultation stage. If adopted, the document will come into force seven days after its official publication.
