Kyrgyzstan has reduced the state fee for the notarisation of property transactions

In Kyrgyzstan, the state fees for the notarisation of property transactions have been reduced. The changes provide for a reduction in fees by a factor of 3–4, depending on the type of transaction and the method of payment.

The relevant amendments were adopted by Cabinet of Ministers Resolution No. 505 of 23 July 2026. Previously, the fees for the notarisation of such transactions were significantly higher than those charged by the Cadastral Authorities.

For non-cash payments, the state fee is now:

300 KGS instead of 1,000 KGS — for transactions between close relatives;

500 KGS instead of 2,000 KGS — for transactions between other individuals;

1,000 KGS instead of 5,000 KGS — if one of the parties is a legal entity.

For cash payments, the stamp duty amounts are as follows:

3,000 KGS instead of 10,000 KGS — for transactions between close relatives;

5,000 KGS instead of 20,000 KGS — for transactions between other individuals;

10,000 KGS instead of 50,000 KGS — if one of the parties is a legal entity.

The procedure for calculating the state duty for the issuance of a notarial order for the recovery of funds or the reclamation of movable property has also changed.

For individuals, the duty remains unchanged at 1,000 KGS. If one of the parties is a legal entity, instead of a fixed amount of 2,000 KGS, 1 per cent of the amount to be recovered is now charged. However, the amount of the duty cannot be less than one calculation unit nor exceed 50 calculation units.
