04/14/2026, 17:04In Tokyo, Minister Kanat Sagynbaev held a meeting with Hideharu Maruyama, Commissioner of Japan’s Immigration Services Agency.
During the meeting, the parties discussed the current state and prospects of Kyrgyz-Japanese cooperation in the field of labour migration, including the implementation of the ‘Tokutei Gino’ (Specified Skilled Worker), aimed at attracting foreign workers to address labour shortages in specific sectors of the Japanese economy based on a defined list of skilled occupations.
The parties also discussed expanding areas of cooperation and interaction within the framework of technical internship programmes, as well as broadening employment opportunities for Kyrgyz citizens in Japan, particularly in tourism, elderly care, construction and agriculture.
The parties emphasised the importance of further improving mechanisms for the organised recruitment of migrant workers, raising the standard of vocational and language training, and ensuring the transparency and safety of employment processes. In this regard, an agreement was reached to establish training centres in Kyrgyzstan for citizens interested in employment in Japan, with the involvement of the International Organisation for Migration (IOM), with the aim of systematically training candidates in accordance with the requirements of the Japanese side and facilitating the development of a qualified workforce.
Following the meeting, an agreement was reached to conclude an inter-ministerial bilateral agreement aimed at developing organised forms of labour migration and strengthening institutional cooperation.
