02/10/2026, 19:59President Sadyr Zhaparov signed a decree "On measures to improve the state security system of the Kyrgyz Republic."
The document provides for the creation of a State Security Service based on the 9th Service of the State Committee for National Security. The new body reports directly to the president and is responsible for the protection of state officials and facilities, acting within the framework of the law and the national security system.
The head of the service is appointed and dismissed by the president, and deputies are appointed on the recommendation of the head. The legal basis for the service's work includes the Constitution, the Law on State Protection and this decree.
The regulations governing the service, its structure and staffing levels will be approved by the president. The Cabinet of Ministers is obliged to bring its decisions into line with the new decree.
The decree comes into force upon its official publication.
