01/26/2026, 12:21Prime Minister Adylbek Kasymaliyev held a regular staff meeting with heads of state agencies and structural divisions of the presidential administration, at which issues related to the introduction of innovative digital mechanisms in the fields of education and tourism were discussed.
As part of the agenda, the head of the Cabinet of Ministers put forward for discussion an initiative to introduce an electronic mechanism for transferring students from one school to another.
According to the data presented, more than 1.5 million children are currently enrolled in 2,170 state and municipal schools in the country. However, the process of transferring students between educational institutions is still carried out manually, which creates opportunities for corruption and uneven workloads for schools.
"We have successfully introduced electronic enrolment in the first grade, to which parents are already accustomed. Now it is time to bring the same order to transfers. The system should automatically show the availability of places in classes and eliminate the human factor in decision-making. This will relieve the burden on school administrators and make the process understandable for every parent", —emphasised Adylbek Kasymaliyev.
Following the discussion, the head of the Cabinet instructed the Ministry of Education
to develop and launch an electronic system for transferring students between general education institutions as soon as possible.
The second issue that was brought up for discussion was the creation of a unified ‘Digital Tourism Platform.’ The head of the Cabinet pointed out systemic problems in the industry: the fragmentation of services (visas, logistics, insurance) and the lack of a single coordination centre for managing the tourism process.
‘Tourists should not have to face bureaucracy and language barriers at every turn. We need a platform that will combine government services, business services and payment instruments in a single window — from the moment of entry into the country to departure’, — said the Prime Minister.
As part of the project, the head of the Cabinet instructed the Department of Tourism, the Ministries of Digital Development and Finance, together with OJSC Tunduk, to ensure the formation of requirements, financing and technical implementation of a unified digital tourism platform as soon as possible.
