05/01/2026, 18:22President Sadyr Zhaparov signed a decree amending the “Menin Uym” state housing program, significantly expanding the pool of eligible participants.
The key change is the inclusion of government agencies in the program. They will now be able to purchase housing under the same terms as other participants. In effect, the program, which previously focused primarily on citizens, has gained a new institutional participant.
Moreover, ministries and agencies involved in the formation of the housing stock are given priority. They are granted the right to receive housing outside the general queue—up to 10% of apartments in Bishkek and up to 20% in the regions. This establishes a mechanism for allocating a portion of the housing stock within the public sector.
At the same time, access has been expanded for socially vulnerable groups. The program now includes graduates of orphanages—orphans who have lost both parents—who will be eligible for housing on preferential terms.
Another change concerns the eligibility criteria themselves. Now, citizens who already own housing can also participate in the program—provided the housing is being expanded or undergoing major repairs. This effectively shifts the program from the category of “primary housing provision” to a broader tool for improving living conditions.
At the same time, the application process is being fully digitized. Registration will take place via the website, the “Tündük” portal, and other platforms with remote identification capabilities.
The parameters of mortgage financing have also been clarified. The minimum down payment is set at 10% for “Social Mortgages” and 20% for “Preferential Mortgages” and “Affordable Mortgages”; additionally, under the “Accumulative Mortgage” product, the participant must have at least 30% of the property’s value in a deposit.
However, participation without a down payment is permitted if additional collateral or guarantee instruments are provided. The loan amount will be determined based on the market value of the property being purchased.
Additionally, the options for securing the loan have been expanded. Not only the property being purchased but also land plots or housing under construction can be used as collateral.
