The ‘Menin Uyum’ scheme has expanded its mortgage offering: commercial property can now be purchased

Under the state housing programme ‘Menin Uyum’, it will now be possible to take out a mortgage not only for residential property but also for commercial property. The decree has been signed by President Sadyr Zhaparov and has already come into force.

Financing can now be extended not only to residential properties but also to commercial premises forming part of residential and mixed-use developments. This includes retail spaces, offices and other non-residential properties.

The cost of commercial premises will be regulated centrally. The State Mortgage Company (SMC) board of directors is responsible for determining this.

The procedure for engaging private partners in project implementation has also been amended. Joint venture agreements may now be concluded without competitive tendering procedures — through direct negotiations, subject to the decision of the SMC board of directors.

Engineering infrastructure created as part of the projects, including boiler houses, substations and treatment facilities, is to be transferred free of charge to state or municipal ownership. Further maintenance is to be carried out at the expense of the relevant authorities.
