All of the RKFR’s available resources are currently being channelled into the Kyrgyz economy — Novikov

All the Russian-Kyrgyz Development Fund’s available funds are currently invested in Kyrgyzstan and are contributing to the country’s economy. This was stated by Artem Novikov, Chairman of the Board of the Russian-Kyrgyz Development Fund, at the plenary session entitled ‘The Strategic Partnership between Kyrgyzstan and Russia: Priorities for 2030’.

According to him, the situation was different ten years ago: the Fund’s available liquidity was invested predominantly abroad and played virtually no part in financing the Kyrgyz economy.

“Today, all the Fund’s available resources are in the Kyrgyz Republic and are contributing to the Kyrgyz economy,” Novikov emphasised.

The scale of the RKFR’s activities has also changed over the past decade. Whilst in the early stages annual funding amounted to only a few tens of millions of dollars and major investment projects could be counted on one hand, today the Fund channels hundreds of millions of dollars into the country’s economy every year.

In 2025, the RKFR financed projects worth approximately $235 million. In 2026, this figure is set to exceed $300 million — at least 28 per cent more than last year’s volume.

The total value of projects funded by the Fund has already exceeded $1.2 billion.

“All these funds were channelled directly into the Kyrgyz economy,” noted Novikov.

Furthermore, the RKFR has become a tool for attracting external funding, enabling an increase in both the number and scale of investment projects. According to the Fund’s head, Kyrgyz-Russian cooperation is gradually shifting from support programmes towards joint investments and long-term industrial cooperation.
