Jewellers will have access to raw materials through the commodity exchange at a discount and their own hallmarks

Sadyr Zhaparov signed a decree on measures to support certain sectors of the economy, a significant part of which is devoted to reforming the jewelry sector.

The document provides for changes in the regulation of imports, raw material turnover, and assay control.

The Cabinet of Ministers has been instructed to prepare a draft law within a month on granting benefits for the import of equipment, technologies, reagents, and semi-finished products for jewelry production, as well as for the export of finished products to foreign exhibitions.

A separate clause provides for the two-month legalization of previously imported and manufactured jewelry. A moratorium on tax audits will be introduced for this period.

Manufacturers will be given the right to voluntarily test and mark their products with their own hallmark confirming the fineness, while retaining the mandatory state hallmark.

The Cabinet of Ministers will also consider reducing assay fees.

Raw materials from the State Precious Metals Fund will be supplied to manufacturers under direct contracts or through the commodity and raw materials exchange. The price is set at a 2% discount from the London Precious Metals Market Association's fixing. A payment deferral of up to 180 days is also provided for.

Together with the National Bank, Ayil Bank, and Eldik Bank, the government must develop a mechanism for providing preferential loans to enterprises in the industry.

In addition, the document provides for the creation of a laboratory for testing and hallmarking products at Manas Airport and the consideration of the placement of similar laboratories at Osh and Issyk-Kul airports. In addition, the authorities intend to accelerate the mutual recognition of hallmarks within the framework of the EAEU agreements.
