12/08/2025, 17:11The State Committee for National Security of the Kyrgyz Republic, as part of its efforts to dismantle corruption in state and municipal organisations, carried out a series of investigative and operational measures aimed at identifying conditions that create an unjustified financial burden on the expenditure side of the local budget.
In particular, numerous violations were recorded in the conduct of public procurement by officials of one of the structural divisions of the Bishkek City Hall for the purchase of lighting poles intended for the improvement of the Chingiz Aitmatov City Park in Bishkek.
Thus, as part of a criminal case initiated on the grounds of a crime under Article 339 of the Criminal Code of the Kyrgyz Republic (conclusion of a knowingly disadvantageous contract), investigative and operational measures were carried out on 5 December, which proved the involvement of officials of the municipal enterprise Bishkek Svet, who, having concluded a knowingly disadvantageous contract in collusion with the contractor, embezzled funds on an especially large scale, as a result of which charges were brought against the director of the municipal enterprise Bishkek Svet T.E.T., chief engineer I.E.I. and director of T.S. LLC N.R.A. were charged. They were detained and, in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, placed in the SIZO ShK GKNB KR detention centre.
The State Committee for National Security of the Kyrgyz Republic continues to take the necessary measures to identify similar violations in the field of public procurement.
