28% of production by 2030 — Kyrgyzstan sets course for industrial-agricultural economy

At the republican meeting on the results of 2025, chaired by Sadyr Zhaparov, Adylbek Kasymaliyev delivered a report outlining the country's strategic development vector for the coming years.

At the republican meeting on the results of 2025, chaired by Sadyr Zhaparov, Adylbek Kasymaliyev delivered a report.

According to him, Kyrgyzstan should move away from a predominantly service-based economy and transition to an industrial-agricultural format. By 2030, the share of the manufacturing sector should grow to 28-30%. This involves expanding industry, processing and agricultural production, which will create a sustainable basis for long-term growth.

The head of the cabinet stressed that such a transformation is necessary to strengthen the country's economic independence, increase employment and grow added value within the state.

According to him, the financial indicators presented in the report create the basis for these changes. The consolidated budget in 2025 reached 1 trillion 101.4 billion KGS. Significant growth was achieved through improved revenue administration and digitalisation of processes.

Tax service revenues have increased almost fourfold compared to 2020, and customs revenues have increased sixfold thanks to the introduction of the Smart Bazhy system. Kyrgyzstan also placed $700 million in Eurobonds for the first time and launched national digital financial instruments. In addition, the first issue of the national stablecoin ‘USD KG’, backed by gold and equivalent to $1, took place in the amount of 50 million tokens. The national stablecoin ‘KG ST’ was also listed on the international exchange.

The reform of the state apparatus was noted separately. As part of the Government Accelerators programme, 12 priority tasks were completed in 100 days, the time required to provide public services was reduced, and dozens of bills were drafted.

Concluding his speech, the head of the Cabinet emphasised that the transition to a new economic model is only possible with stability and coordinated work by all state bodies.
