Alibaba Cloud has registered in Kyrgyzstan as a payer of the ‘Google tax’

Since the start of 2026, nine foreign companies have registered in Kyrgyzstan as VAT payers for electronic services. The total number of VAT payers, including Google, in the republic has reached 88.

The latest company to register, as of today, is Alibaba Cloud (Singapore) Private Limited. The Singapore-based subsidiary of China’s Alibaba Group was registered for tax purposes on 7 July.

Prior to this, the US-based Valve Corporation, owner of the Steam gaming platform; the Estonian company SocialVibe OÜ; Anthropic PBC, the developer of the Claude neural network; as well as Pixelbunny Inc., Aghanim Inc., Northwest Center, TRAKCYA-EOOD and Superbullet.

Six of the nine new taxpayers registered after 23 March. Back in the spring, the register contained 82 companies; that number has now risen to 88.

Alibaba Cloud’s registration is particularly noteworthy. In November 2022, the State Tax Service listed Alibaba among the major foreign companies that had not completed remote tax registration, despite having been sent notifications. At that time, there were only 18 organisations on the register.

It is important to note that the specific legal entity that has now registered is Alibaba Cloud (Singapore) Private Limited, which provides cloud services. This does not imply automatic registration of the Alibaba.com marketplace or any other entities within the Alibaba Group.

The ‘Google tax’ has been in force in Kyrgyzstan since 2022. Foreign organisations providing electronic services to users in the republic are required to complete remote registration and pay VAT at a rate of 12 per cent.

In the first half of 2026, revenue from this tax amounted to 659.6 million soms, compared with 540.2 million soms a year earlier. Budget revenue increased by 119.4 million soms, or 22.1 per cent.
