The draft law on ratification of the aviation agreement with Hungary passed the first reading

Today, 1 April at the meeting of the Committee on Transport considered the draft law ‘On ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Hungary on air communication, signed on 5 November 2024 in Bishkek’, which was presented at the first reading.

Deputy Director of the State Civil Aviation Agency Kanat Tologonov noted that ratification of this agreement will create legal grounds for regular flights, including transportation of passengers, cargo and mail. According to him, the opening of direct air communication between the countries will stimulate the deepening of co-operation in various key areas.
During the discussion, MP Ulugbek Ormonov raised an important issue about the ongoing work to withdraw Kyrgyzstan from the blacklist of the International Civil Aviation Organisation ICAO. He emphasised the unsuccessfulness of measures taken for many years.

In addition, Ormonov inquired about the countries with which Kyrgyzstan has already concluded similar agreements. To this, the rapporteur said that to date, 15 countries have established air links. He noted that ‘there is no need to conclude agreements that do not actually work’ and suggested analysing the current situation.

MP Baktybek Sydykov in turn identified the issue of development of the aviation industry and support for domestic airlines. Deputy Eldar Abakirov proposed to consider the possibility of establishing direct air links with the United States, in particular with Chicago, due to the large number of compatriots living in this city.

As a result of the discussion, the bill was approved in the first reading.
