09/21/2026, 16:58In Cholpon-Ata, MP Saltanat Amanova proposed returning the plot of land on which the ‘Barashok’ and ‘Narodny’ shopping centres are located to the state, and building social facilities in their place.
At a meeting of the Jogorku Kenesh committee, she stated that the land was originally intended for social purposes, but was transferred to the restaurant’s owners in 2012. According to the MP, the cultural centre and library in Cholpon-Ata are currently renting premises.
“It is important to rectify the situation and return the cultural institutions’ rightful plot of land to them. Instead of the restaurant, modern and attractive social facilities must be built,” said Amanova.
However, the shopping complex, which the MP says should be demolished, has already been sold to a private owner. According to data from the State Agency for the Management of State Property (GAUGI), on 1 April 2025, the facilities located on the plot were sold to a Kyrgyz citizen in accordance with the procedure laid down by law.
This refers to the three-storey shopping centres ‘Barashok’ and ‘Narodny’, with a total area of 1,415 square metres. The property is situated on a plot of land measuring 782 square metres at the following address: 65 Sovetskaya Street, Cholpon-Ata.
Information regarding the sale was published by the State Agency for State Property Management (GAUGI) on 25 March 2025. The starting price for the complex was 209,986,000 KGS.
The MP is therefore proposing to demolish and replace with social facilities a complex that the state has already sold to a private businessman. It was not specifically explained at the meeting on what legal grounds the plot and buildings could be returned to the state after the transaction had been completed.
