The process of issuing travel documents for refugees in Kyrgyzstan is to be simplified

In Kyrgyzstan, the procedure for processing and issuing travel documents for refugees is to be amended. The new rules provide for a clearer division of responsibilities between the migration authorities, the population registration authorities and the personalisation centre. The changes were approved by Cabinet of Ministers Decree No. 620 of 17 September 2026.

The travel document will be issued for a period of two years. To obtain it, a refugee must have a personal identification number and be registered at their place of residence. If a personal identification number is not available, it can be generated and assigned at a local branch of the authorised body responsible for population registration.

The document is issued upon the refugee’s personal application. Minors who are refugees, including those under their guardianship or care, will be issued with separate travel documents. For children under guardianship, a legal representative is required to accompany them on their journey.

The amendments also set out the procedure to follow in the event of a manufacturing or printing error in the document. In such cases, a replacement must be issued within five working days of the application being submitted. If the error was caused by the fault of staff at the authorised bodies or the personalisation centre, the replacement shall be issued at the expense of the party at fault in accordance with labour legislation.

The fee for processing, personalising and issuing the document must be paid by the applicant no later than 10 working days from the date of submission of the application. If the document is ready but the applicant has not collected it within two months, it will be transferred to the authorised migration authority for storage for a period of one year, after which the document is to be destroyed. The decree will come into force 10 days after its official publication.
