01/16/2026, 08:52Adybek Kasymaliyev held a meeting dedicated to the implementation of measures to reduce bureaucracy in the public administration system. The key focus of the meeting was the transition of the reform to the regional level, which, according to the head of the cabinet of ministers, will be a decisive stage in the entire debureaucratization agenda.
Adylbek Kasymaliyev recalled that in 2025, significant work was done at the central level. In particular, a number of procedures for businesses and citizens were simplified, interdepartmental electronic interaction was expanded, and the elimination of duplicate functions and excessive regulation was begun.
“The first stage covered central authorities. The second stage covers the regions. If excessive requirements remain at the district or city level and decisions are delayed, reforms at the center will not produce the expected results,” he stressed.
The head of the Cabinet stated that each akim and each local-level leader will be personally responsible for the quality of the implementation of functions. Specific tasks have been set for regional authorities:
Particular emphasis has been placed on removing bureaucratic barriers to business in the regions — speeding up the procedures for issuing permits and approvals, fully implementing the “single window” principle, and ensuring the transparency and validity of inspections.
"The state should be a partner to business, not a controller. Local authorities should not be in their offices, but within the real economy," Kasymaliyev noted.
The Prime Minister stressed that digitalisation is becoming the main tool for debureaucratisation, and its active implementation should take place not only at the central level, but also at the local level.

During the meeting, reports were heard on the progress of optimizing the regulatory framework and simplifying administrative procedures, and information was presented on the mechanisms for institutional support for reforms at the local level.
