The Amina app will begin operating to track the location of migrants in Moscow

From 1 September, a trial scheme will be introduced in Moscow and the Moscow Region to track the location of foreign nationals, including citizens of Kyrgyzstan, which will replace the current migration registration system. This has been announced by the Kyrgyz Embassy in Russia.

Foreign citizens who come to Moscow and the Moscow region for work will be required to install a special mobile app called ‘Amina’.

‘Amina’ will allow them to register at the address of the Multifunctional Migration Centre of Moscow (MMC Sakharovo) and remotely notify the internal affairs authorities of their actual place of residence, which foreign citizens regularly use for sleeping and resting. In the event of a change of residence, foreign citizens must make the appropriate changes via the mobile app interface.

Amina can be installed by foreign citizens themselves from the RuStore app store without visiting the Sakharovo MMC or the territorial bodies of the Russian Ministry of Internal Affairs.

A valid foreign citizen card is required for authorisation in the mobile app. To obtain one, foreign citizens should contact the Sakharovo MMC. If it is lost, authorisation in Amina can be obtained using passport details.

The mobile app will transmit geolocation data to the Russian Ministry of Internal Affairs. If it detects that this data has not been transmitted for several days, the foreign citizen will receive a notification requesting them to confirm their address or inform the Russian Ministry of Internal Affairs of any changes. It is not necessary to visit the internal affairs authorities or the Sakharovo Multifunctional Centre for this purpose.

If there is no geolocation information for the subscriber's device for more than three days from the date of the last monitoring, the foreign citizen will be removed from the register at the address of the Sakharovo Multifunctional Centre.

Violation of the terms of the experiment may be grounds for entering information about a foreign citizen in the Register of Controlled Persons.
