Until the new parliament is elected, the Cabinet will be able to redistribute budget funds on its own

Sadyr Zhaparov signed a decree temporarily changing the procedure for adopting and implementing decisions on expenditures from the republican budget, as well as the budgets of the Social Fund and the Compulsory Medical Insurance Fund (CMIF).

The document introduces a special regime of temporary legal regulation, which will allow the Cabinet of Ministers to independently redistribute budget funds without coordination with the relevant committees of the Jogorku Kenesh, which was dissolved at the end of September.

The decision was made against the backdrop of the self-dissolution of the VII convocation of the Jogorku Kenesh and the appointment of early elections of deputies on 30 November. Until the formation of the new parliament, budget legislation did not provide for mechanisms allowing the government to make prompt decisions on financing in the absence of a functioning Jogorku Kenesh.

Now the cabinet of ministers will be able to:

  • change the main parameters of the republican budget,
  • redistribute the expenditures of the Social Fund and the CMIF, without prior approval by parliament, but with subsequent inclusion of these changes in future bills on budget adjustments.

In addition, if the budgets of the Social Fund and the Mandatory Medical Insurance Fund for 2026 are not approved by the end of this year, the funds will be able to incur expenses according to the ‘one-twelfth’ scheme — that is, to spend monthly an amount within one-twelfth of the annual amount of expenses provided for in the draft budget until it comes into force.

The president's press service noted that the measures are aimed at preventing disruptions in the financing of socially significant items — salaries, pensions and payments to medical workers — during the parliamentary elections and the formation of a new government.

Thus, the cabinet of ministers receives temporary but expanded budgetary powers until the first meeting of the relevant committee of the new convocation of the Jogorku Kenesh.
