13 The digitization of Kyrgyzstan’s tax system has increased revenue from the markets by 62 percent

On March 13, 2026, Mirlan Rakhmanov, Deputy Chairman of the State Tax Service of Kyrgyzstan, spoke at the 3rd Forum of Heads of Tax Authorities of the Caucasus, Central Asia, and Mongolia (CCAM) in Tashkent.

He spoke about the digital tools implemented in Kyrgyzstan to combat the shadow economy and simplify tax administration. These include the digitization of tax procedures, the “Taxpayer’s Office,” a unified tax account, the “ESF,” “VAT,” and “KKM” systems, and the “Bazar” electronic system for registering entrepreneurs at the largest markets—Dordoi, Kara-Suu, and Madina.

By the end of 2024, tax revenues from markets where the “Bazar” system was implemented had increased by 62.2 percent compared to 2022. In 2025, revenues amounted to 1 billion 84.6 million soms, reflecting a growth of over 64 percent.

Mirlan Rakhmanov emphasized that digitalization helps reduce the risks of the shadow economy, supports honest business practices, and broadens the tax base. The KCAF Forum serves as a platform for exchanging experiences and discussing modern methods of tax administration.
