10/10/2025, 09:26The European Bank for Reconstruction and Development has announced that it will step up its involvement in the construction of the Kambar-Ata HPP-1 on the Naryn River, one of the largest renewable energy projects in Central Asia.
The day before, memoranda of understanding were signed in Brussels between the EBRD and the energy ministers of three countries: Kyrgyzstan, Kazakhstan and Uzbekistan.
The forum is organised by the European Union to discuss and attract investment in infrastructure projects around the world as part of the EU's Global Gateway initiative.
The ceremony was attended by EBRD President Odile Renaud-Basso, EBRD Managing Director for Central Asia Huseyn Ozhgan and EBRD Managing Director for Sustainable Infrastructure Harry Boyd-Carpenter. On behalf of the states, the agreements were signed by Kyrgyzstan's Minister of Energy Taalaibek Ibraev, Kazakhstan's Minister of Energy Yerlan Akkenzhanov and Uzbekistan's Minister of Energy Jurabek Mirzamahmudov.
The agreements pave the way for accelerated project preparation and implementation. The event was also attended by European Investment Bank President Nadia Calviño and EU Commissioner for International Partnerships Jozef Sikela, underscoring Europe's focus on energy integration in the region.
The Kambar-Ata HPP-1 is being implemented as a trilateral joint venture between Kyrgyzstan, Kazakhstan and Uzbekistan and is considered a strategic project capable of strengthening the region's energy and water security.
The future plant will be equipped with four turbines with a total capacity of 1,860 MW and will be able to generate about 5.6 billion kWh of electricity annually. This will not only increase Kyrgyzstan's export potential, but also create significant areas of irrigated land, which is crucial for the agricultural sector.
