02/23/2026, 15:55Elnar Subakozhoev has been appointed Deputy Minister of Digital Development and Innovative Technologies of Kyrgyzstan. The relevant order was signed by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliyev.
Elnar Subakozhoev began his professional career in 2008 at MegaCom as a contact centre intern. Over the years working in the telecommunications industry, he rose to the position of senior manager.
In 2017, he headed the State Agency for Communications of the Kyrgyz Republic, where he introduced an online platform for open bidding on radio frequencies. The launch of a transparent distribution mechanism ensured stable revenues for the state budget.
From 2024 to February 2026, he headed the state operator MEGA (Alfa Telecom CJSC). During this period, the company reached more than 2.2 million active subscribers for the first time and demonstrated revenue growth, increasing tax payments and dividends to the state.
In 2024, he was awarded an honorary certificate by the Cabinet of Ministers of the Kyrgyz Republic for his contribution to the development of the communications industry.
The appointment is aimed at strengthening digital transformation and developing affordable technology services throughout the country.
