For the first time in 19 years, the EU has sent a positive letter to Kyrgyzstan regarding the aviation blacklist

The European Commission and the EU Air Safety Committee sent an official letter to the State Agency for Civil Aviation of the Kyrgyz Republic.

The director of the State Agency for Civil Aviation under the Cabinet of Ministers of the Kyrgyz Republic, Daniyar Bostanov, commented on the information and explained what it means for the country.

According to the head of the SCAA, the information is completely accurate.

“Yes, indeed, this letter was received through official channels from the European Union. Moreover, this is the first truly positive letter from the EU Air Safety Committee in the entire 19-year history of the Kyrgyz Republic being on the EU aviation blacklist,” emphasized Daniyar Bostanov.

In the letter, the European side officially recognizes the significant progress made by Kyrgyzstan in 2025 in the field of aviation safety, including legislative reforms, strengthening institutional capacity, increasing the number of inspectors, and introducing modern oversight procedures.

It should be recalled that in October 2025, a technical meeting was held in Brussels between the European Commission and the State Agency for Civil Aviation of the Kyrgyz Republic, during which representatives of the SACAP successfully presented and defended the results of reforms carried out in the field of flight safety oversight. Following the meeting, the European side was shown specific changes in legislation, the certification system, staffing, and control procedures, which became an important basis for the EU's current positive assessment.

However, according to the director of the GACA, the key signal is the EU's willingness to consider sending a special mission to Kyrgyzstan as early as March 2026.

“The most important thing in this letter is clearly stated: if the State Agency for Civil Aviation manages to complete all the procedures and requirements specified by the European Commission, the EU blacklist mission will arrive in the Kyrgyz Republic in March 2026. This will be the final audit by the EU,” he said.

According to the GACA, in the coming months, the agency will focus on completing the recertification of airlines and providing all the necessary documentation to the European side by February 2026.

Experts note that the tone and content of the letter from the EU are unprecedented for Kyrgyzstan and could be a historic step towards removing the country from the aviation blacklist.

"For the first time in many years, we are seeing not formal comments, but trust, dialogue, and a concrete roadmap. This is the result of systematic and complex work by the entire team," emphasized GAGA Director Daniyar Bostanov.

If the EU mission in March confirms the readiness of the national civil aviation system, Kyrgyzstan may be close to one of the most important decisions in the history of the industry.
