06/18/2026, 18:18The State Committee for National Security (GKNB) has detained the former first deputy head of the Ak-Sui District State Administration on suspicion of involvement in the illegal issuance of permits for the extraction of mineral resources in the Issyk-Kul region.
According to the security service, the criminal investigation revealed irregularities in the issuing of permits for the extraction of sand and gravel mixtures and loam. The investigation believes that certain officials made decisions in breach of legal requirements, thereby enabling the issuance of documents authorising the use of mineral resources.
Furthermore, according to the investigation, mineral extraction took place outside the authorised mining concessions, resulting in damage to the fertile soil layer.
The preliminary estimate of the loss to the state is more than 14.2 million KGS.
As part of the criminal case, D.M.K., the former first deputy head of the Ak-Sui District State Administration, has been detained. Investigations are ongoing, with efforts being made to identify other possible participants in the scheme and determine the final extent of the damage caused.
