According to the SCNS, employees of the Jalal-Abad regional department of the State Centre for Registration of Vehicles and Drivers under the Presidential Administration were involved in organising the scheme.
The investigation established that officials of the institution acted in collusion with instructors from private driving schools. For successfully passing the practical exam, cadets paid bribes ranging from 5,000 to 10,000 KGS. The money was passed through intermediaries — civilians who guaranteed a positive assessment with the support of the centre's employees.
According to the SCNS, between 10 and 15 people went through the scheme every day, and the organisers' illegal income reached 30,000 to 50,000 KGS per day.
On 10 October, as part of the criminal case, employees of the centre and their accomplices — four civilians — were detained red-handed while receiving another bribe. All those detained were placed in the GKNB's temporary detention centre.
The investigation is ongoing, and other persons involved are being identified.
