Government buildings will no longer be constructed according to public procurement rules.

Kyrgyzstan President Sadyr Zhaparov signed a law amending the Law on Public Procurement. The document was adopted by the Jogorku Kenesh on 22 January 2026.


The key innovation is the introduction of the concept of "state task" into the legislation. This does not refer to the construction of state buildings, but to a new format of budgetary orders.


According to the law, a state task is an order paid for from the republican and local budgets to legal entities with state participation in their authorised capital. Such orders are aimed at fulfilling priority tasks related to the socio-economic stability and socio-cultural development of the country.


Procurement within the framework of a state task will not be regulated by the law on public procurement. It will be carried out through civil law contracts between the state customer and the contractor, with mandatory indication of performance indicators. At the same time, the parties are personally responsible for the targeted and effective use of budget funds.


In addition, purchases related to the organisation and conduct of international events at the state level are excluded from the scope of the law on public procurement. These include events involving the president, the speaker of the Jogorku Kenesh, the prime minister, as well as visits by heads of foreign states, governments and international organisations. Such purchases will also be formalised directly through civil law transactions.


The changes are aimed at more efficient decision-making in certain sectors financed from the republican and local budgets, as well as at improving the efficiency of public spending.
