10/16/2025, 17:33As a result of inspections carried out by SCNS employees, social infrastructure facilities in the Sokuluk district of the Chui region were returned to the state. During the inspections, it was found that the chairman of the Shopokov agricultural cooperative, Z.U., had illegally privatised them.
It was established that, by a decision of the Gavrilovka Ayil Okmotu of the Sokuluk district back in 2017, an irrigation facility — a ten-day regulation basin with an area of 4.4 hectares, located in the village of Gavrilovka — was assigned to the Shopokov Agricultural Cooperative. However, this decision is illegal, as it violates the requirements of the presidential decree ‘On urgent measures to ensure conditions for the further use of social infrastructure facilities.’
In addition, property worth a total of 5,789,542 KGS was transferred from the balance sheet of the former Shopokov collective farm to the newly created SK Shopokov, including the club building, which is also a gross violation of the requirements of the above-mentioned decree. The building of this club is attached to an adjacent land plot with an area of 5,135 square metres, on the basis of which the Sokuluk District Land Management and Real Estate Registration Authority issued a state act on private property rights.
Thus, the chairman of SK Shopokov — «Z.U.» having established an unlawful stable connection and entered into a preliminary criminal conspiracy with officials of the Gavrilovsky Ayil Okmotu, as well as with other officials, illegally obtained social facilities and irrigation structures, causing damage to the state on a particularly large scale.
As part of the criminal case, he was detained and transferred the club building and BDR to the balance sheet of the Gavrilov Ayil Okmotu of the Sokuluk District.
According to the assessment, the market value of the facilities transferred to the balance sheet of the Gavrilov Ayil Okmotu is 243 million 590 thousand KGS.
