The rule applies to purchases from domestic manufacturers of goods included in the list approved by the Cabinet of Ministers. The amount of the advance payment will be agreed by the parties when the contract is concluded.
The new regulation does not specify a standard advance payment percentage. For manufacturers, the terms of advance payment will depend on the agreement reached with the specific public sector customer.
The Ministry of Finance’s order is dated 20 May 2026, but it comes into force seven days after its official publication, i.e. on 20 October.
