At the same time, the role of the national budget has grown significantly. The share of budgetary funds in domestic investment increased from 8.3 per cent in 2021 to 33.2 per cent in 2025.
External investment was mainly provided by foreign loans and foreign direct investment. In 2025, these accounted for 88.4 per cent of external financing, compared with 75.5 per cent a year earlier.
At the same time, the share of foreign grants and humanitarian aid in 2025 fell by a factor of 1.8 compared with 2024.
