11/06/2025, 14:17The Cabinet of Ministers is introducing new measures to regulate indoor and outdoor lighting, as well as the operation of electrical appliances in administrative state institutions between 6 p.m. and 6 a.m.
The decision was made as part of a programme to improve energy efficiency and rationalise electricity consumption. According to the decree, the restrictions will not affect processes that are critical to the functioning of buildings and do not apply to strategic facilities or organisations responsible for defence, security, healthcare, social protection and public services.
The implementation of these measures is expected to reduce electricity consumption by 40 million kilowatt-hours per month.
According to government data, electricity consumption in Kyrgyzstan has increased by almost 1 billion kilowatt-hours in the first nine months of the year. This is due to the launch of new industrial enterprises, social and educational institutions, as well as an increase in housing construction.
An additional factor for the introduction of the measures was the unfavourable hydrological situation, in particular the water level in the Toktogul reservoir, which is now 2 billion cubic metres lower than a year ago.
