The Cabinet of Ministers has allocated 100 days to simplify the identification of goods during customs clearance

Prime Minister Adylbek Kasymaliyev held a staff meeting with the participation of heads of state agencies and presidential representatives in the regions, during which he outlined the key priorities for the beginning of the year. The central issue on the agenda was an initiative to simplify the procedure for identifying goods during customs clearance, which the government has 100 days to implement.

The head of the Cabinet of Ministers emphasized that this is not a matter of one-off decisions, but of systemic reform within the framework of the “Government Accelerators” program.

“Each measure must have clearly defined goals, measurable indicators, responsible executors, and specific deadlines,” said Adylbek Kasymaliyev.

According to him, the current model of goods identification is complicated by the lack of a unified digital mechanism and the need for entrepreneurs to apply to several agencies at once. As a result, procedures are stretched out over more than 14 calendar days, which directly increases the logistical costs of business.

At the same time, the load on the system continues to grow. While 14,785 permits were issued in 2024, their number increased to 16,314 in 2025.

As a key solution, Adylbek Kasymaliyev proposed the introduction of a “single window” mechanism, providing for a centralized digital tool, automatic distribution of applications, and a transition to electronic interagency interaction.

“The law will establish a deadline for providing explanations on goods — no more than three working days with digital control of compliance,” he stressed.

The initiative to simplify product identification is seen as part of the formation of a regional logistics hub and is being implemented as part of the National Development Program for the country until 2030.
