The Cabinet of Ministers demanded to strengthen control over the use of citizens' funds in construction

The Chairman of the Cabinet of Ministers, Head of the Presidential Administration Adylbek Kasymaliyev, announced at a meeting of the Ministry of Construction, Architecture and Housing and Communal Services the need to tighten control over the use of citizens' funds in the construction of apartment buildings.

According to him, despite the high growth rates in the industry, structural problems remain in the system. Among the key tasks are improving legislation in the field of construction, accelerating the development of the draft Urban Planning Code and taking stock of existing regulations.

Particular emphasis is placed on the transparency of housing construction financing mechanisms. The Cabinet of Ministers demands to strengthen supervision over the use of shareholders' funds and to increase the effectiveness of state architectural and construction control.

At the same time, the industry's performance indicators remain high. In 2025, GDP in construction reached 438.5 billion soms, compared to 58.5 billion in 2019. Since 2021, more than 170 billion soms of state investment has been directed to the sector, and the construction of 936 social facilities has been completed.

Following the meeting, the Ministry of Construction was given specific instructions aimed at increasing the transparency of its work and reducing administrative barriers. The ministry's work was rated as ‘good’, but, as the head of the cabinet noted, further development will require systemic changes.
