07/09/2025, 14:53The Cabinet of Ministers of the Kyrgyz Republic has proposed an important amendment to the rules for those who sell goods from stalls, in tents, and at fairs. This involves a new patent taxation system, where payments will no longer be made “by eye” or according to old lists, but will depend on the area of the retail outlet or the declared income.
The draft resolution contains an initiative to introduce special patents for such types of trade as markets, mini-markets, fairs, stalls, and kiosks up to 20 square meters. Moreover, the duration of fairs will be limited to 30 days, and the amount of tax will depend on the amount of revenue that the entrepreneur indicates for the calendar year. This is part of an overall strategy to “whiten” small-scale trade and simplify control without pressure or tightening.
The government also plans to approve tax rates for activities in special trade zones. The list of such zones will include specific markets included in the register, which will make the tax burden for entrepreneurs predictable and systematic. This is not about new fees, but about a simplified model where everything is transparent.
