05/27/2026, 10:00The Cabinet of Ministers of Kyrgyzstan has amended the procedure for using funds accumulated in special accounts held by budgetary institutions within the Single Treasury Account system.
The relevant resolution was signed on 25 May 2026.
The document expands the list of revenues that government bodies will be able to accumulate in special accounts. In particular, it includes revenues:
The wording regarding the State Committee for National Security’s (GKNB) revenue has also been amended. It now covers not only revenue from contractual work but also from services provided by departmental agencies.
Furthermore, the document specifies that payment for technical support of cashless transactions now includes the maintenance of automated information systems.
The decree will come into force 10 days after its official publication.
The changes expand the scope for state bodies to accumulate extra-budgetary revenue through special accounts. Some services that previously might have remained outside clear regulation are now officially included in the list.
