The new document regulates the suspension and restriction of access to websites and pages with unacceptable content in the Kyrgyz internet space.
The Cabinet of Ministers has approved the procedure for suspending and restricting the operation of websites and website pages containing pornographic content. The decision is aimed at ensuring information security, protecting minors, and upholding the moral values of society.
According to the document, the authorized state body in the field of information determines the mechanism for identifying and blocking websites. The grounds for suspending a website may include: the detection of content during monitoring of the internet; statements from individuals and legal entities; information from state bodies of the Kyrgyz Republic.
Blocking procedure:
Statements about unacceptable content are submitted in writing, indicating the website's URL, a description of the content, and information about the applicant.
The authorized body reviews the complaint and decides to suspend the website for up to two months.
The decision is sent to the telecommunications regulator, internet providers, hosting providers, and website owners.
The decision must be implemented no later than 24 hours after receipt.
If you disagree with the decision, you can file an administrative appeal, followed by a judicial appeal. If, after two months of suspension, the website is not contested, its activity is not resumed, and access is restricted through the register of blocked websites posted on the official website of the authorized body.
