Kyrgyz Meadi LLC sues Azerbaijan's Foreign Ministry over debts related to Friendship Park

The Kyrgyz construction company Meadi LLC has filed a lawsuit against the Azerbaijani Ministry of Foreign Affairs, demanding payment of debts for the construction of the Azerbaijan-Kyrgyz Friendship Park in Bishkek. According to EADaily, citing OC Media, the contractor claims that it has not yet been paid more than $3 million.

The designs for the park and the Heydar Aliyev School were developed in 2019, and funding of more than $8 million was allocated by the Azerbaijani Foreign Ministry. The work was completed in 2022, and the openings were attended by Presidents Ilham Aliyev and Sadyr Zhaparov. However, according to the company, it has been unable to receive the remaining amount for three years.

In its lawsuit, Meadi LLC notes that it has repeatedly appealed to the Azerbaijani Foreign Ministry, but to no avail. The Azerbaijani Ministry of Finance is also named as a defendant, which, in turn, has stated that it is not a party to the contract and should not be involved in the proceedings. The Azerbaijani Foreign Ministry insists on dismissing the lawsuit, citing the statute of limitations.

Akchabar pointed out the serious delay in the project back in January 2021. At that time, both facilities — the school and the park — were supposed to be completed in 2020, but only security guards were working on site, and construction was effectively frozen.

At that time, the contractor confirmed to the publication that funding from the Azerbaijani embassy had been suspended in the summer of 2020, which is why construction had stopped. At the same time, the company continued to work at its own expense and even took out a loan to prevent the site from being completely mothballed.

By 2021, the park was about 70% complete and the school was 50% complete, but due to the lack of payments from the Azerbaijani customer, construction was frozen.

After years of attempts to obtain payment directly, the contractor filed a lawsuit. Thus, the conflict moved into the legal arena.
