07/08/2026, 13:44The Cabinet of Ministers is introducing a temporary six-month ban on the export of recycled paper and cardboard (waste paper and waste materials) from Kyrgyzstan. The restriction does not apply to transit shipments or humanitarian aid.
The Kyrgyz Cabinet of Ministers has adopted a resolution introducing a temporary six-month ban on the export of recycled paper and cardboard (waste paper and waste), classified under code 4707 of the EAEU Foreign Economic Activity Commodity Nomenclature.
The ban will not apply to goods in transit through the country’s territory, nor to humanitarian aid provided by the Cabinet of Ministers.
The Ministry of Economy has been instructed to notify the World Trade Organisation and the Eurasian Economic Commission of the introduction of these restrictions, whilst the Ministry of Foreign Affairs is to notify the Executive Committee of the CIS. The State Customs Service and the State Border Service are to take measures to prevent the illegal export of waste paper.
The decree will come into force 10 days after its official publication.
The document simultaneously repeals a similar decree of the Cabinet of Ministers No. 4 of 14 January 2026, which had previously imposed a temporary ban on the export of waste paper.
