09/01/2026, 16:59On 1 September, the President of Kyrgyzstan, Sadyr Japarov, addressed a ‘SCO Plus’ meeting held in Bishkek. One of the key themes of his speech was Kyrgyzstan’s forthcoming membership of the UN Security Council.
The Head of State stated that Kyrgyzstan views multipolarity as an expansion of the number of states participating in the resolution of global issues, whilst respecting diverse paths of development, cultures and traditions.
According to Sadyr Zhaparov, despite the existing shortcomings in the UN’s work, its role in shaping a just world order must be preserved and strengthened.
“For us, the main criterion of justice is that every state’s voice is taken into account and that international norms are applied strictly and equally to all. That is precisely why the Kyrgyz Republic is firmly convinced that the United Nations must remain at the heart of the emerging multipolar world”, — the President noted.
Kyrgyzstan also advocates reform of the UN, including the Security Council. In the Head of State’s view, such reform must be carried out on the basis of broad consensus amongst states.
Zaparov attached particular importance to Kyrgyzstan’s forthcoming membership of the UN Security Council. In June 2026, the republic was elected, for the first time in its history, as a non-permanent member of the Security Council for the period 2027–2028.
The President stated that Kyrgyzstan intends to use this period to strengthen the UN’s central coordinating role, as well as to promote dialogue between the Security Council and regional organisations.
“Kyrgyzstan is ready to facilitate closer dialogue between the Security Council and regional organisations, as well as to share the experience gained in Central Asia in the peaceful resolution of complex inter-state issues”, — he said.
Speaking on the role of the Shanghai Cooperation Organisation, Zhaparov noted that, over the past 25 years, the SCO has evolved into a platform for political, economic and humanitarian cooperation.
He outlined three areas in which the SCO member states and the ‘SCO Plus’ format can strengthen their contribution to international peace and sustainable development:
The President specifically linked security issues to economic and social development. In his words, for the population, justice also means access to education, healthcare, modern technologies and decent work.
In this regard, Zhaparov emphasised that the SCO’s economic, transport, energy and digital projects must be aligned with the UN Sustainable Development Goals.
“A just world order does not require all states to think alike. It requires something else — that we respect each other’s choices, fulfil our commitments and do not cease dialogue even in the most difficult times”, — stated the Head of State.
Concluding his speech, the President emphasised that Kyrgyzstan advocates the formation of a multipolar world not against individual states, but for the benefit of all members of the international community.
