The Ministry of Energy discussed the creation of an industrial park in the Naryn Region

The Ministry of Energy of Kyrgyzstan discussed the implementation of an investment project to create an industrial park for energy-intensive, low-carbon industries in the Naryn Region.

A meeting between the Minister for Energy, Altynbek Rysbekov, and Deng Bo, Chairman of the Chengdu Association for the Promotion of Economic and Trade Relations with Central Asia, and Zhou Jun, Director of StarOcean, took place on 1 September 2026.

The parties discussed the issue of power supply for the future industrial park separately. According to the investor’s plans, the construction of power lines, substations and other grid connection facilities will be funded from the investor’s own resources.

Following the meeting, the Ministry of Energy, OJSC ‘National Electricity Grid of Kyrgyzstan’ and StarOcean Investment LLC agreed to cooperate on the technical and legal aspects of the project’s energy component.

The meeting was also attended by Mirlan Parkhanov, Deputy Minister of Energy; Ilgiz Sydygaliev, Chief Executive Officer of OJSC ‘National Electricity Grid of Kyrgyzstan’; and Timur Orozaliev, Director of the Fuel and Energy Complex Department at the Ministry of Energy.
