The document aims to strengthen resource security, increase the investment attractiveness of the industry and create modern value chains. The programme has been developed in line with the National Development Strategy until 2030 and the priorities of the presidential decree on the development of polymetallic and rare earth element mining.
Key objectives include increasing annual exports of critical minerals to $1 billion by 2030, increasing foreign direct investment inflows into the sector to $700 million, and launching at least five new investment projects. The government also plans to increase employment to 30,000 jobs by 2040 and raise the share of women in the industry to 15%.
The programme provides for the development of personnel training, the introduction of the CRIRSCO ‘competent person’ institution, and an increase in environmental performance to the global average by 2040. In addition, the country intends to achieve a high rating under EITI standards by enhancing transparency and accountability in the mining sector.
