07/10/2026, 10:42The Kyrgyz Cabinet of Ministers has imposed a temporary six-month ban on the export of recycled paper and cardboard (waste paper and waste materials) from the country. The relevant decree was signed by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev.
The restriction applies to goods classified under EAEU Foreign Economic Activity Commodity Nomenclature code 4707. The ban does not apply to transit shipments or to humanitarian aid provided in accordance with a decision of the Cabinet of Ministers.
The Ministry of Economy and Trade has been instructed to notify the World Trade Organisation and the Eurasian Economic Commission of the introduction of this temporary restriction.
The State Customs Service and the State Border Service have been instructed to take measures to prevent the illegal export of the specified goods.
The new resolution also repeals the previous Cabinet of Ministers’ Resolution No. 4 of 14 January 2026 on the temporary ban on the export of waste paper.
The resolution will come into force 10 days after its official publication.
