05/15/2026, 17:18President Sadyr Zhaparov signed a law ratifying the loan and grant agreements for the project to construct a 500-kilovolt overhead power line between the Kemin substation and the new Balykchy substation.
The document was adopted by the Jogorku Kenesh on April 22, 2026, and signed by the president on May 13.
The agreements were concluded between Kyrgyzstan and the European Bank for Reconstruction and Development, as well as between the EBRD, Kyrgyzstan, and OJSC “National Electric Grid of Kyrgyzstan.” They were signed on December 31, 2025, in Bishkek.
The project involves the construction of a new 500-kV high-voltage power transmission line that will connect the Kemin substation with the new Balykchy substation. The project is expected to enhance the resilience of Kyrgyzstan’s power grid and improve electricity transmission between the north and the Issyk-Kul region.
Under the law, the Ministry of Finance of the Republic must notify the EBRD of the completion of all domestic procedures necessary for the agreements to enter into force.
The project continues Kyrgyzstan’s course toward modernizing its energy infrastructure.
