05/15/2026, 17:53The Management Board of the “Tamchy” Special Financial and Investment Territory held its first meeting, during which the project’s leadership was appointed and key documents were approved for the launch of the financial center in Issyk-Kul.
Ayaz Baetov was elected chairman of the board, with Ali Ijaz Ahmad and Bakyt Sydykov serving as his deputies.
Authorities state that these decisions mark the project’s transition from the regulatory preparation stage to the operational phase. The new leadership has been tasked with establishing a fully-fledged management company before beginning work with residents.
The meeting also approved the financial center’s development plan, internal regulations, and the first set of regulatory documents. Talantbek Imanov was appointed head of the management company.
The management company will serve as the key body of the Tamchy Special Economic Zone. Its functions will include registering residents, issuing licenses, and developing the infrastructure of the approximately 6,000-hectare territory.
In addition, the company has been tasked with finalizing the regulatory framework and creating a service ecosystem for investors. A separate initiative will be the establishment of an International Dispute Resolution Center, which will adjudicate cases based on common law principles.
At the same time, the project is launching a large-scale recruitment drive. Qualification requirements for key positions have already been defined, and applications are now being accepted for core roles. This includes a search for a chairperson and judges for the International Dispute Resolution Center with international qualifications.
The authorities also intend to attract world-class specialists to strengthen the project’s board and management structure.
The first SFIT business center, “Tamchy,” is scheduled to open in the summer of 2026 on the shores of Issyk-Kul. It will house the offices of the management company, after which the center will officially begin working with businesses and accepting its first residents.
