A Chinese national and former deputy secretary-general of the SCO has been appointed deputy head of the National Agency for Virtual Assets

Sadyr Zhaparov has appointed Aizada Subakozhoeva as Deputy Director of the Presidential Agency for Virtual Assets and Blockchain Technologies. The Head of State signed the relevant decree yesterday, 10 June.

According to the document, Subakozhoeva has been relieved of her previous post and is moving to one of the most promising government departments, which is set to formulate regulations for the digital assets and blockchain technologies market.

This appointment is attracting attention not only because of the rapid development of the digital sector, but also due to the profile of the agency’s new deputy head. Aizada Subakozhoeva is known as an experienced diplomat and China specialist. She graduated with distinction from the Faculty of Oriental Studies and International Relations at Bishkek Humanitarian University, and then continued her studies at one of China’s leading universities — Peking University — where she specialised in international relations.

Much of her professional career has been linked specifically to China. Over the years, she has taught at the Kyrgyz-Chinese Faculty of BSU, headed the Chinese Language Centre, worked in the Department of Eastern Countries at the Ministry of Foreign Affairs of the Kyrgyz Republic, and held diplomatic posts at the republic’s embassy in the PRC.

In 2018, she was appointed Deputy Secretary-General of the Shanghai Cooperation Organisation. On 26 September 2025, she was appointed Deputy Head of the Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies by presidential decree.

The appointment came shortly after the leadership of the new agency was formed. As a reminder, on 9 June Sadyr Zhaparov appointed Farkhat Iminov as Director of the National Agency for Virtual Assets and Blockchain Technologies.

The newly established agency is set to become a key state institution in the digital economy. Its tasks will include regulating the virtual assets market, developing modern financial instruments and implementing blockchain solutions in both public administration and the private sector.
