Competitive selection rather than connections: Ministry of Labour reports on transparent recruitment

The Kyrgyz Ministry of Labour has reported that the introduction of competitive selection for recruitment has significantly reduced the risk of corruption and ensured transparency in staffing decisions.

According to the ministry, throughout 2025 and the second quarter of 2026, all vacant posts were filled exclusively through competitive procedures in accordance with the requirements of the law. Information about the competitions was published and made publicly available, and candidates were assessed against established qualification criteria.

The Bishkek City Employment Promotion Department noted that this system had succeeded in ensuring equal access for applicants to participate in competitions and in improving the quality of staff recruitment.

According to the Ministry, no instances of corruption, conflicts of interest, interference in the work of selection committees or complaints regarding breaches of the selection procedure were recorded during the reporting period.

Furthermore, the Ministry stated that there were no breaches or instances of the misuse of budget funds in the area of public procurement.

The Ministry of Labour emphasised that work to strengthen anti-corruption mechanisms is being carried out as part of the national anti-corruption strategy for 2025–2030.
