Who lives on a patent? The entire geography of self-employed people in Kyrgyzstan

In Kyrgyzstan, 356,400 patents were issued in January–September. According to official data, the total revenue from this source amounted to 780.7 million KGS. Thus, the patent system continues to play a significant role in generating budget revenues and legalizing self-employment.

The highest concentration of patent holders is traditionally found in Bishkek. Over the nine months, 142,700 patents worth 354.1 million KGS were issued in the capital, which is almost twice as much as in any other region and provides the capital with about half of all patent revenues in the country.

Within the city, the distribution of patents remains uneven. The largest number of patents were issued in the Pervomaisky district — over 48,300 for 90 million KGS. At the same time, the most “expensive” patents were in the Leninsky and Sverdlovsky districts. In the Leninsky district, despite the smallest number of patents issued — just over 21,000 — their total value reached 80.8 million KGS. In the Sverdlovsky district, 43,400 patents were issued for 114.3 million KGS.

In the Oktyabrsky district, about 30,000 patents were registered for a total of 68.9 million KGS.

Thus, the average cost of a patent in the capital's districts is as follows:

  • Sverdlovsky — 2,635.7 KGS;
  • Pervomaisky — 1,862.2 KGS;
  • Oktyabrsky — 2,298.7 KGS;
  • Leninsky — 3,845.7 KGS.

Outside the capital, the Chui region ranks second in terms of the number of patents issued — 48,763 patents worth 100.17 million KGS. The third position is held by the Jalal-Abad region, where 40,235 patents were issued for 65.8 million KGS.

Patents issued by region:

  • Bishkek — 142,715 patents for 354 million 70.7 thousand KGS;
  • Chu region — 48,763 patents worth 100 million 170.7 thousand KGS;
  • Talas region — 8,662 patents worth 11 million 665.3 thousand KGS;
  • Issyk-Kul region — 21,341 patents worth 70 million 420.2 thousand KGS;
  • Naryn region — 8,363 patents worth 14 million 788.6 thousand KGS;
  • Osh region — 36,033 patents worth 58,151,100 KGS;
  • Jalal-Abad region — 40,235 patents worth 65,829,500 KGS;
  • Batken region — 18,682 patents worth 26,857,600 KGS;
  • Osh — 31,623 patents worth 78,768,900 KGS.

The patent form of taxation is traditionally used in the areas of trade, consumer services, and craft activities and remains one of the key tools for involving self-employed citizens in legal economic activity, especially in cities and economically active regions of the country.
