07/28/2025, 14:02On July 25, 2025, the Minister of Energy of the Kyrgyz Republic, Taalaibek Ibraev, held a meeting with representatives of Vietnamese companies—Director of RECA LLC, Chan Thi Ngoc Chau, and Head of Rox Energy Global, Nguyen Zui Binh. During the negotiations, the parties discussed cooperation in the field of renewable energy sources, with a particular focus on the construction of a solar power plant in Kyrgyzstan.
The talks resulted in the signing of an investment agreement between the Cabinet of Ministers of the Kyrgyz Republic and RECA LLC – Rox Energy Global on the construction and operation of a solar power plant in the village of Kyzyl-Oruk, Issyk-Kul region. The document confirmed the parties' commitments to provide land, connect the facility to the power grid, and ensure state support for the project. The planned capacity of the plant will be 1,900 MW, with construction expected to be completed in 2027.
The project is being implemented with foreign investment and will become one of the largest solar power plants in the region. Rox Group, founded in 1996, is actively developing international projects in the fields of real estate, technology, finance, and energy. In Kyrgyzstan, the company plans to create significant assets that will contribute to the growth of the country's socio-economic potential and strengthen its position in the energy market of Central Asia.
